Is the Commissioner an Arbitrator? The wall-to-wall coverage of the NFL's discipline of Tom Brady sometimes refers to Commissioner Roger Goodell as the "arbitrator." The NFL Players Association has made much of the fact that Goodell had a clear conflict of interest in ruling on Brady's case. The League responds that the Commissioner had the power to rule in the matter under the collective bargaining agreement.
